GOPA Consultants is an independent private consulting firm executing projects worldwide in the fields of planning, consulting, management and training on behalf of national and international institutions. The company was founded in 1965 and since then has implemented more than 3,000 projects in around 150 countries. It has established a solid track record with contracts financed, amongst others, by the European Union, the Asian Development Bank, the World Bank, the Swiss Agency for Development and Cooperation (DEZA), GIZ (formerly GTZ), and KfW. Together with its affiliates, GOPA is the leading development consultancy in Germany today and one of the strongest consulting groups in Europe, with orders at hand amounting to EUR 116 million at the end of last year. The company has five departments focusing on the following sectors:

• Education and employment promotion;
• Innovation and information systems;
• Economic development and good governance;
• Rural development and environment; and
• Infrastructure development.

The Education and Employment Promotion (EEP) Department, the largest department of GOPA, will have the overall responsibility for the implementation of the present Project. EEP has extensive expertise in the area of education and training as well as employment and the modernisation and adaption of the education sector, inter alia through its work in the post-Soviet states. As part of this work, GOPA has implemented and is currently implementing a number of large and complex projects funded by the EU and other international donors in Central Asian countries as Kazakhstan, the Kyrgyz Republic, Tajikistan, Uzbekistan, Ukraine, Armenia and Azerbaijan.
