In the First Ministerial Meeting of Ministers for Education in Riga in June 2015, Ministers agreed that enhanced cooperation with stakeholders, including social partners and enterprises, provide a significant contribution in the development of VET and HE alike. In this context, Sectoral Councils (SeC) play an important role to align employers’ needs for a qualified workforce with the overarching approach to provide a coherent system of qualifications. SeC have been addressed during various CAEP events, however, CA stakeholders expressed interest in a further, practice oriented and pragmatic discussion on the working principles and tasks of SeC. Therefore CAEP will organise a webinar on “The role of Sectoral Councils in CA and the EU in the context of National Qualifications Frameworks”, with a duration of 2,5 hours. The project very much appreciates the readiness of the National Chamber of Entrepreneurs of Kazakhstan “Atameken” to actively contribute to the webinar and to co-organise it.

Objectives

This activity aims at improving the cooperation between business, state and education institutions by continuing and further deepening the discussions on the setting-up and working of Sectoral Councils in the context of SQF and NQF. This includes:

To address “Sectoral Councils” (SeC) as relevant institutional element for involving companies and business associations in contributing to the development of relevant and practice-oriented NQF reps. SQF
To present one-good practice each from CA and from the EU for a well-working SeC and its impact on the development of (or adaptation to existing) NQF, respectively Sectoral Qualifications Frameworks (SQF)
To present the institutional setting, working procedures, content of discussions and decision making processes of SeC to contribute to the process of NQF/SQF development
To discuss still existing shortcomings and ways how to overcome them
To provide a short summary of main discussion points of the webinar at the end (moderator) and in writing as follow-up to the event.

Expected outputs

Set of questions identified and shared among participants prior to the webinar
Webinar conducted for up to 15 participants from each CA country, representing Ministries of Education and Labour, state agencies; HEI and VET institutions; business associations, chambers, companies; education practitioners; international and donor organisations
Up to 5 presentations with good practice on work of SeC held
Moderated discussions based on set of questions held
Summary of discussion points and preliminary results and recommendations shared among participants
